Save the Children India Emergency Preparedness Plan Project, 2018-19
RedR India provided technical support and developed the Emergency Preparedness Plan (EPP) for Save the Children India. Developing organisational EPP is part of the Save the Children International’s mandate for all their offices across the world such that they are able to respond in a timely, effective and child-centred manner within 72 hours of disasters. Through this project, RedR analysed the most common hazards to which the country is vulnerable and the range of sectors and geographical areas in which Save the Children may respond to each hazard. This involved mapping of resources and the linkages needed to undertake such responses, gap analysis and understanding the distinct roles of various Save the Children units and partners during emergencies. This partnership with Save the Children was aimed towards developing the organization’s knowledge and capacity for humanitarian response and DRR work in India.
WASH Cluster, Afghanistan, 2014-15
RedR India supported, facilitated and designed the Inter-Agency Contingency Planning (IACP) exercise for WASH Cluster in Afghanistan under the stewardship of the Ministry of Rural Rehabilitation and Development(MRRD). The multi-agency work and partnership were supported by Unicef and WHO in Afghanistan under the Regional Emergency Cluster Project through Norwegian Church Aid. The project resulted in an updated WASH cluster interagency contingency plan of multiple actors and was complemented with a learning workshop on rolling out contingency planning at the subnational level in Afghanistan for the WASH Cluster.
Management of Mass Gathering Events with Temporary Settlements, 2009, 2010 & 2016
India witnesses mass gathering pilgrimage events at different locations throughout the year. RedR India has been called upon by district administrations and Unicef to support with contingency planning and preparedness on WASH and settlement services/solutions at such events over the years. In Bilaspur, Himachal Pradesh, RedR India undertook an assessment covering structural and non-structural aspects of protecting the pilgrims during peak traffic periods. The assessment and report advised on public communication, safety, medical facilities, the command structure for crowd management and provided recommendations for improved management with respect to infrastructure and facilities, route and crowd management, human resources, capacities and communication. In Vaishnodevi, Jammu and Kashmir, RedR India trained the staff on preparedness and response mechanism with respect to Fire, crowd control and landslides. RedR India prepared IEC material, developed training manuals, facilitated mock drills involving all stakeholders and formed disaster management groups at the community level. In 2015/16, RedR India assisted the district administration in planning and delivering the WASH infrastructure at the Gangasagar Mela for healthy and hygienic sanitary/WASH conditions including ensuring a 100% open defecation free event. Alongside assessment and documentation of the existing WASH infrastructure, RedR India focused towards furthering infrastructure by facilitating sanitation ‘service’ chain management, accessibility, security and usability with respect to WASH infrastructure, planning and management of solid waste management as well as hygiene promotion and health communication.
Disaster Preparedness Planning (DPP) Roll Out, Plan India, 2011
Plan India began its Disaster Preparedness Process in 2010, in line with the global DRM policy and strategy. To inform this process RedR India undertook a detailed and multilayered process which began with a context analysis of disasters in India vis-à-vis Plan India’s operational areas and offices. RedR India then facilitated the progressive roll-out of Plan India’s Disaster Preparedness Process (DPP) and enhancement of their Disaster Risk Management mandate and portfolio in India RedR with the country management team and senior managers of Plan India. This was done through the provision of technical support, capacity building and process facilitation. Specifically, RedR India designed and conducted workshops with Plan program unit staff for orientation to humanitarian and DRR work; supported the progress of the DPP through developing and facilitating implementation of guidelines, formats and templates; designed and conducted the country office-level DPP workshop, building perspectives on planning for humanitarian responses and facilitating the development of decision-making tools for the same and; identified and synthesized the lessons, needs and decisions emerging from the workshop into an Action Plan, that informed Plan India annual strategic plan for 2011-12. The outcome was as country level disaster preparedness plan linked to the state level and unit level plans across the operational geographies of Plan in India.
Oxfam India Partner Contingency Planning, India, 2010 & 2011
In 2010-11, RedR India designed and implemented a capacity mapping exercise of Oxfam India’s 36 partner organizations across 11 states of India to inform a concomitant process of contingency planning for all partners and Oxfam India. Thereafter, 27 of these partners were taken through the contingency planning process to develop 27 scenario-based contingency plans covering 36 districts, 11 states, 6 hazards. The process of contingency planning involved onsite consultation with partners for contextual analysis, scenario setting and rapid response planning. The process also helped partners to develop a data bank of service providers and government agencies who play a significant role during the response. This also involved regional workshops and provision of remote support for facilitation of this process.
Contingency Planning, Oxfam Novib Afghanistan, 2010-11
RedR India reviewed, re-composed and evolved the contingency plan of Oxfam affiliates under the lead of Oxfam Novib in Afghanistan. This process, facilitated over 2 years, also involved hand-holding the introduction and implementation of contingency planning amongst 9 national partners of Oxfam in Afghanistan. The contingency plans were developed for complex scenarios involving conflict-induced displacement and multiple natural hazards and involved a series of workshops, information management, consultations and remote management of planning tools and documents. The process culminated in a multiple partner consolidation workshop that tested and reviewed the plans through a desktop exercise.
Uttar Pradesh Contingency Planning, Oxfam Novib, 2009
In 2009, RedR India facilitated contingency planning with Oxfam Novib Partners in Uttar Pradesh. The partner level process was facilitated through a workshop at Lucknow which was followed by remote support for contextual analysis, scenario setting and response planning.
South India Contingency Planning, Oxfam America, 2006
In the post Tsunami scenario during 2006 RedR India conducted participatory contingency planning process with 35 Oxfam partners in South India spread across Karnataka, Andhra Pradesh, Tamil Nadu, Kerala and in Union Territory of Andaman and Nicobar. The process involved a systematic process of consultation with key members of Oxfam partners for contextual analysis, capacity mapping, scenario setting and rapid response planning. The outcome of the project was 35 partner level contingency plans, five state-level contingency plans and one capacity building plan.
