WaSH Capacity Mapping of PHED, Oxfam India and UNICEF, 2011-12
In order to improve humanitarian response capacities (quality and timeliness) of the government line departments, especially of Public Health Engineering Department (PHED) and NGO WASH practitioners, Oxfam India in partnership with UNICEF conducted a WASH capacity mapping exercise in 6 vulnerable states in India along with facilitating state specific WASH contingency plan development for the 6 identified states. To complete this piece of work, RedR India was engaged as a technical partner to develop tools and methodologies to map-out the existing WASH response capacities at state (and identified districts) level for the respective government line departments (PHED) of 6 disaster-prone states of India and to identify the future investment and capacity building needs based on the identified gaps.
Partners’ Response Capacity Mapping, Oxfam India, 2010
In 2010, RedR India conducted Oxfam India’s partner capacity assessment was to map and analyse the experience and sectoral expertise of partners in humanitarian response. A total of 33 organizations participated in the assessment from across 11 states of India. The report identified the strengths of the different partner agencies and broadly classified them into 3 categories. Most of the organizations identified for humanitarian response were those who had the capacities, largely, in place and some experience of managing a response activity. They were amongst the best suited among the identified partners to work in emergencies alongside Oxfam India. The assignment classified the agencies into two mutually exclusive categories with those listed under DRR being agencies that had long term commitments with their communities and could, therefore, be partners for Oxfam to undertake and implement their DRR related projects. Those classified under strategic fit were organizations who could be an important ally to Oxfam given their strengths, location, resources and experience. These agencies were better placed than the rest of the organizations to effectively work with Oxfam India given their operative strategy towards disasters and work with their target communities. This assessment helped Oxfam India to strategize their activities with partners along with strengthening partner capacity based on the gaps found in the assessment.
