Disaster Risk Reduction Evaluation

RedR undertakes a number of evaluations of different types of disaster risk reduction projects ranging from community-based preparedness measures to organizational disaster management plans. These evaluations have spanned rural, urban, rapid and slow onset disaster contexts. These evaluations add valuable know-how and experience to RedR’s learning and knowledge hub goals.

HelpAge International DRR Inclusion Project Evaluation; 2020

RedR India has partnered with HelpAge Asia Regional Office for conducting the KAP Endline and Evaluation of the project titled ‘Building Preparedness of Vulnerable Communities through Inclusive Disaster Risk Reduction Initiatives – Phase 2’. The project aims to contribute to preparing communities to better withstand recurring natural disasters. The focus at local level is on organising older people into community groups and building their capacities in managing these institutions, basic disaster preparedness risk assessment and DRR mainstreaming into development planning, with a focus on older people and their families.

Through this assignment, RedR India aims to undertake holistic analysis of the project to measure the effectiveness and impact of the intervention on the baseline knowledge, attitudes and practices of the older persons, their families and communities and the projects contribution towards inclusive disaster risk reduction and resilience building. It will further seek to understand and identify key aspects of the project in terms of its relevance, innovation, sustainability and partnerships which will help to draw recommendations and learning for Helpage, its network partners and the wider sector on inclusion and DRR.

BISWASH Urban Resilience Project Evaluation (Practical Action, Nepal; 2018)

RedR India conducted the final evaluation of Build Back Better- Institutionalizing and Strengthening WASH Sector for Urban Resilience project of Practical Action in Nepal. The evaluation was conducted with the Panauti Municipality and target communities in the Kavrepalanchowk District of Nepal. The evaluation covered the work on Emergency WASH and DRR planning through the strengthening of community preparedness and capacity building of communities on DRR. The evaluation also looked at WASH services and systems in the municipality and the integration of mitigation measures into their enhancements following the earthquake.

Evaluation of Community Emergency Response Team (CERT) Trainings (FOCUS India; 2014)

FOCUS India, recognizing the crucial role of the immediate community in disaster preparedness and mitigation, had undertaken a Capacity Building initiative for training its Community Emergency Response Teams (CERT). The main objective of CERT training was to train volunteers as first responders to help themselves, their family and the community during a disaster. The evaluation project involved evaluating the relevance and effectiveness of the training, its curriculum, methodology and tools. Further, it evaluated the level of knowledge and skill of CERT volunteers. It also assessed the need and type of refreshers training required for the trained CERT volunteers. The evaluation resulted in a qualitative evaluation report on the CERT Training addressing the objectives and sharing of findings of the outcome of the evaluation with the Senior Management Team

External Evaluation of DIPECHO Project (Save the Children, India; 2013)

RedR India conducted an evaluation for assessing whether the project has achieved its stated objectives and identify good practices & constraints of the implementation of the project and provide recommendations for future programming. The evaluation specifically focused on the Efficiency, Effectiveness, Relevance and Sustainability of the project. Secondly, lessons learned were compiled for fine-tuning of the activities for future projects.

CBDRR Project Evaluation (Oxfam Novib, Afghanistan; 2011)

The CBDRR project by Oxfam Novib (ON) started in May 2007 and continued until 2011 in three annual phases. This evaluation was conducted by RedR India team in October and November 2011. The project goal was to contribute to the reduction of damages to lives, livelihoods and properties of vulnerable communities affected by conflict and natural calamities in Afghanistan. Oxfam Novib implemented the proposed project along with its 6 CSO partners in 67 villages of 5 provinces with a combination of interventions in institutions building; preparedness and early warning; public awareness; climate change, conflict resolution and risk reduction.

Final Evaluation of DIPECHO CBDP Program of the Tsunami response program in Andaman and Nicobar Islands (CARE India; 2009)

The overall objective of the end term evaluation was to assess the Impact of project intervention post Tsunami against the objectives set in the initial project proposal as submitted by CARE India to the donor. The overall objective of the project was to look at the qualitative and quantitative aspects for all the indicators of impact and effects/outcomes listed in the logical framework of the project.
