Organizing and Strengthening Community Response Capacities (eg: Early Warning Systems, Search and Rescue, First Aid, Relief Camp Management and Psycho Social Support)
In community based disaster risk management process, organizing and strengthening community capacities are considered a key factor in reducing the losses of life and property with communities as first responders. This 5-10 days training course with segregated individual capsules of 1 to 2 days each is conducted with:
1.Middle level functionaries involved in implementing and coordinating CBDRM programmes
2.Community leaders, volunteers and youth involved in managing village level task forces.
The course primarily covers knowledge elements about role of communities in responding to the disaster situation, key considerations in planning and conducting response with special reference to Sphere standards and managing coordination with government and other stakeholders during response.
The course capsules also deal with knowledge and skills building with regards to early warning dissemination, search and rescue operations, basics of first aid and managing relief camps The training methodology involves hands-on demonstration and practical exercises on delivering effective warning messages using megaphones and other tools, use of ropes for rescue operations, transportation of injured persons using improvised materials, basic life skills techniques like CPR, choking, treatment of burns, snake bites, handling factures, bleeding, bruises, fire-fighting and rescue. There is also a component on setting up of temporary shelters, camp layout and relief management processes with special emphasis on protection and gender issues.
The capsules can also be customized for teachers and education department officials who are involved in ensuring safety of children in schools.
